giving permission to guests

hey, I'm wondering how to have all the users have access to all the programs
I install.
for example, my pop up blocker doesn't like guest accounts. it gives me an
error that the guest needs permission from the administrator.
So, how can I give them permission to use all the applications, but still
keep them from installing anything?

guest account is disable by default and he ca'nt log on to
machine try log in with guest account you will get error.
when he can log in how he will get access to your files
