Can someone suggest free software that works with gifs, that can resize
gifs, both animated and non animated?

Are you talking about changing the file size (eg. increasing
compression) without changing the image size or changing the image size
(resampling)?

I'm talking about decreasing the size of the image itself, not increasing
depression.

Irfanview can resize non-animated gifs, but not animated ones.
Ulead Gif Animator 2 can edit and make animated gifs, but not resize them.
Perhaps Movies13 can do it.

The one that say's Image Resizer, it is listed on the right hand side
of the page. Scroll down till you get to it.

Hmmm. I get a little "depressed" when working on some graphics files
myself. However, it looks like what you want is to resize images by
resampling them. Photofiltre (http://www.photofiltre.com/) allows you to
do this. Note though, that the freeware version won't allow you to edit
..gif files. Thus, you might want to look at something like Irfanview
(http://irfanview.tuwien.ac.at/), but unless you want it to do so, be
careful to not allow the program setup to install the Yahoo! toolbar on
your computer. It's unfortunate that Irfan Skiljan decided to
incorporate this means of financing his program development, but on the
other hand it's optional and not really a big deal once you're aware
that it's there.

My news-server seems to have 'lost' the original post, that's why I'm
replying here. In addition to John's post:
Irfanview can extract the frames of an animated gif, and can batch
resize these frames.

A gif animator like:
Unfreez: http://www.whitsoftdev.com/unfreez/
can join the frames back together to an animated gif.

If you need the to resize the gif for use on a webpage, you can just put
a "height" and "width" tag in the html, so it will be resized
automatically. Example: <img src="name.gif" height="30" width="30"> will
display the file name.gif at a size of 30 by 30 pixels on a webpage, no
matter if the size of the gif is actually 100 by 100, or 10 by 10 or
whatever.

My newsserver finally 'discovered' your post again.
Just found out that Photoplus:

can resize static and animated gifs.

It's a fairly large program (~20 Mb download for the setup), and their
policy has been subject to discussion. You have to register by email, and
they'll send you a newsletter in a few months by email, with a don't-
mail-me-anymore-link in it. In the past there have been reports of people
claiming getting spammed after registering, but I have been using there
software for a couple of years now, without ever receiving any spam.
Another point is that the registration key is only valid for one install,
you have to register again if you ever have to re-install it for whatever
reason (a new HD for example).

But, I realy, realy like it as an image-editor/creator, it's very close
to Photoshop (including use of layers and creating animated gifs), and
supports most photoshop-plugins, and it runs a lot more smoother than the
Gimp on my old and slow pc.

Sure it will. It just won't allow you to edit them in indexed 256-color
mode. First you have to convert them to full RGB color.

If the .gif is using transparency, you have to disable it first. Either
click the Transparency button in the menubar, or from the menu: Image
--> Transparent Color --> Disable Transparency.

Then switch to RGB color by clicking the RGB button in the menubar, or
from the menu: Image --> Mode --> RGB Color.

Do your editing, then reverse the above (or just click the transparency
button if you're using that, it'll reduce the color palette as part of
the process). Save.
