Ghosting v.s. Reinstalling on New Hard Drive

My computer in the office came with an OEM version of
Windows. Can I reinstall the same OS on a new hard drive
and still be licensed to use it?

I thought I would avoid the issue by ghosting the HD but
I need to do a fresh install.
 
Yes, you can use your OEM CD to install Windows on a new hard drive in the
same computer (you've upgraded the hard drive or replaced a failed drive).

No, you cannot use your OEM CD to install Windows on a new/different
computer.
 
Windows XP has a built-in tool for transferring the OS to a new hard
drive.
