That's my question. What's the best way to start? With
templates or just bang away until the light bulb goes off?
 
You could look at the themes to give you ideas, then write down what you
want to display.
To create a new web, File / New / new website
 
IMHO:
buy a nice FrontPage template from a place like www.pixelmill.com and work
with that. you'll have a nice looking site right out of the box and you'll
gain experience as you work with it.
