If your "customers" will have a copy of Access, you don't need anything
besides Access to develop an application they can run (well, naturally,
they'd need at least the same version of Access or newer).
If your customers will not have a copy of Access, you'd need to buy the
Developers' Toolkit, which includes a royalty-free run-time version of
Access which you'd need to distribute, along with your application.
Otherwise, your customers would NOT be able to run it.
