Getting rid of annoying paintbrush icon

Ok, I give up, I have looked all through the program options... HOW does
one turn off that stupid and annoying paintbrush icon that comes up on
the screen and COVERS UP (!!!!!) what you are trying to work on? Arghh!!
Is it ONLY Microsoft that has programmers that come up with such moronic
ideas???
