getting retail FP2007

I have a Windows Embedded SP2 DevStudio license and 200 XPe runtime licenses
but it's not clear to me how I can get the final, retail FP2007. I've
gotten as far as
https://microsoft.embeddedoem.com/register.asp
where I am being asked for my OEM License Agreement number. None of my
license documents appears to have such a number. What part of the process
do I misunderstand?

What they are asking for is your CLA number (Client License Agreement). If
your company has ever purchased Microsoft Embedded licenses you had to sign
one of these license agreements with Microsoft. Microsoft then assigns you a
CLA number. If you don't know what yours is you can go back to whomever you
purchase licenses from and ask them for the number.
