Getting error 0x80040706 when trying to install something with ins

I am getting this error 0x80040706 when I am trying to install the game FEAR.

I have tried to download an update or a newer version of install shield 11.
But when I try to install the update or new version I get the same error
0x80040706.

Is there any way to fix this problem without re-installing windows xp pro.
I have not had this on any other computer; just my laptop witch is a gateway.
It came with windows xp media center. I installed windows XP Pro because I
can not use media center on a domain. I have installed all of the latest
drivers from gateway.

Does any body have any ideas?

What do the game mftr.'s tech support people say? FEAR is very
graphically-intense. Does your laptop meet its hardware specifications?
Most laptops aren't gaming machines. If you don't have a gaming laptop
(big-time expensive), then that is probably the root cause of your
issue with this game.

I have installed it on there with windows xp media center with out any
problems, but when I installed xp pro is when I started getting the error.
