Get USB 2.0 IDE Adapter to work

I'm trying to get a new USB 2.0 IDE Adapter (like this one:
http://store1.yimg.com/I/extremepcgear_1863_16965136) to work.
Supposedly, I can connect my spare HDs, CD-RW, or DVD-RW whenever I
need to. Unfortunately, it does not work.

1) When first connected, Windows (2000 or XP) would report that it
found a new hardware and installing driver for it. It finds the generic
driver (USBSTOR.SYS) from the system. From Device Manager, I can see a
"USB Mass Storage Device" with a yellow circle and "!" inside. It asked
to restart Windows.
2) With this device on, my system would freeze at the first screen with
ESC to continue and DEL for BIOS. It does not go anywhere even pressing
any of the 2 keys. Once disconnected, it resumes booting process. If
reconnected, the PC freezes right away until I unplug it again.
3) Seems Windows 2000 got "While booting into Windows 2000, got
xmnt2002 program not found - skipping autocheck" error message after
using this device, but I'm totally sure.
4) After Windows booted to desktop, I can connect this device without
freezing the PC. Rarely, I can connect my old IBM 8GB drive or an old
CD-ROM drive. I don't have success with other HDs (Maxtor 120GB, Maxtor
40GB) or DVD-RW (Opterite). If I successfully mount one drive then
switch to another drive. The yellow exclamation mark shows up again. I
would not be able to mount the new one after a couple reboots.
5) My drives all work on an external USB/firewire enclosure. I have my
HD, CD-ROM set to Master. I've tried different USB cables. I've tried
to limit the USB connection to only this adapter and a USB mouse. I've
tried on 2 different PCs. All efforts come up with the same result.

What else can I try before returning it? Maybe I should not try IDE to
USB adapter again, and return for another external enclosure. I just
hate to switch drives on an external enclosure. If this adapter works,
it would be wonderful for my spare storage devices.

See what happens if you jumper the drives for cable select
instead of Master. Even try Slave if nothing else works.

I'd check that the power supply is providing enough power
to the drive too, but you do need a multimeter to do that,
and some care is needed to ensure you dont short it out etc.
Maybe I should not try IDE to USB adapter again, and
return for another external enclosure. I just hate to switch
drives on an external enclosure. If this adapter works, it
would be wonderful for my spare storage devices.

Some hard drives get surprisingly hot if they arent
mounted in something metal to conduct the heat away.

I had a western digital portable USB hard drive that acted the
same way. When I had hard drive plugged into one of my USB port it would
freeze the OS ( XP in my case ). I have found out that I had two
problems : 1) the port that I plugged the USB hard drive did not have
enough current to power the USB drive. and 2) the drive was defective (
after a while it started to click )
Are you using the USB bus to power the Hard drive ? If so, you may
want to use the external power source. The bus is not supplying enough
current to the device...
