Get rid of popup blocking?

I run windows XP and can not access some important information on WWW
because popups are blocked.

I run AdAware and Norton Anti Virus, running continuously but have disabled
the popup blocking by both those. Something is still closing popups which
I want to see when using Microsoft Internet Explorer as soon as they
appear.

Is there any way of showing what is blocking popups?
If it is IE how do I stop it blocking popups?

I.E. | Tools | Popup Blocker is Off

Hold down the Ctrl key when you click on one of the links that
are being blocked. If this results in the page being displayed
then you know that there is another program on your system
blocking popups. Have you installed any third party toolbars in
Internet Explorer? Both the Yahoo and Google toolbar include
this feature.
