Get rid of bubble hints that pop up.

How can I get rid of the large buble hints that pop up
which tell me things I already know. For example - at
shutdown - they explain the three options. Annoying.

1. Open My Computer
2. Open Tools menu
3. Open Folder Options dialog
4. Click on View tab
5. In the Advanced Setting treeview scroll to the bottom of the list
6. Uncheck the entry "Show pop-up description for folder and desktop items"
7. Click OK
