German Language MUI with XPe SP2

I installed the german language pack SP2 and built a run-time image with
german language support included. Dependency check works fine. But built
shows the following errors:

Error 1005: File not found: "SHDOCLC.DLL.MUI"
Error 1005: File not found: "INETCPLC.DLL.MUI"
Error 1005: File not found: "BROWSELC.DLL.MUI"
Error 1005: File not found: "WAB32RES.DLL.MUI"
Error 1005: File not found: "MSOERES.DLL.MUI"
Error 1005: File not found: "INETRES.DLL.MUI"
Error 1005: File not found: "ACCTRES.DLL.MUI"
Error 1005: File not found: "MSIDNTLD.DLL.MUI"
Error 1005: File not found: "MSHTMLER.DLL.MUI"
Error 1005: File not found: "tip.htm.MUI"
Error 1005: File not found: "tips.gif.MUI"
Error 1005: File not found: "related.htm.MUI"
Error 1005: File not found: "ie5ui.inf"
Error 1005: File not found: "WAB32RES.DLL.MUI"

What did I wrong? Is there a component missing?

Did you install the corresponding SP1 MUI pack before installing SP2 MUI pack?

Thank you very much for your help. I did not install SP1. So I did now and it
works.
