garbage in emails

I have one user getting garbage in some emails. See below. It appears to be
random. Not from any one domain and not every email from a domain.

What causes this?

It is probably an embedded picture that is being represented it text form.
Is the message perhaps originally an HTML formatted message and received as
Plain Text?
