garbage in body text

when received the mail with Chinese body text, all chinese will become
garbage, but it is not all mail with chinese text like that.
Please find the sample belows:

The sender did not specify the correct encoding. You may have to update
the encoding yourself (Edit | Edit Message | Format | Encoding | select
the appropriate Chinese encoding).

P.S. If you regularly receive multibyte messages, then it may also help
to run Outlook (2003 or 2007) in Unicode mode.
