You already admitted the 'suck level' of your dell.
However, if you have a dim witted Antivirus or no spyware/adware protection
this could explain some of your problems.

A video card with better direct x 9 compatibility could help.

Believe it or not, that Dell 4600 is one of the best computers
on the market. I have an Engineering lab filled with those
things, and they run some of the most demanding CAD
packages out there. Your problem is you need to reinstall
that machine from the Dell Disks, and also you need to
get 1 gig of 512 meg matched pairs of ram from Dell.
And then, you need to buy an ATI 9800 Pro 128 video
card. If you are not up to this, pay a computer store to
do it for you, and get it right. Once it is done properly,
that computer will kick ass in games. I've benched it
using a disk imaging program, and it will create a disk
image at 1.6 gigabytes per minute. There is something
magic in that box, because that speed is the fastest
on the market. Nothing can touch it. Dell solved the
latency problem with that machine. It is faster than
their 9100s :)

Norton sucks. It will slow a computer down to a crawl. Get rid of it.

You did NOT say which games are giving your computer problems. If the
problem is with the latest games out, like half Life 2, Doom 3, etc. then
the problem is that your older system is OVERALL too underpowered in it's
components to keep up with the graphics demands of the VERY graphics
intensive demands of these newer games. You would need a faster CPU, more
and faster speed RAM, a new video card, etc. In other words, it's time for
a new computer.

I see that the 4600 is a P4 with an 865 family chipset, so it ought to be OK
for gaming. This would be particularly true if the CPU was one of the 800
MHz FSB (front side bus) ones.

A 32 MB graphics card sounds old/cheap/slow. (It would be even worse if you
have a 4600 with onboard video.) If you're serious about gaming, get a new
AGP graphics card. (Fortunately, even the 4600 with onboard video has an AGP
slot. Some systems with onboard graphics do not.)

If you really want a high-performance card, (very desirable for shooters),
look at one based on an nVidia Geforce 6600GT chipset, or something in the
ATI Radeon X800 family. These are good cards, but not inexpensive. Make sure
that you get an AGP version.

If you want to see a bewildering variety of cards, check www.newegg.com. (I
have no connection with Newegg, other than as a sometime customer.)

This is very true. Sadly, the OP will find that Norton is almost impossible
to remove completely, short of a fresh format and Windows reinstallation.
:-( It leaves garbage all over the hard disk and in the registry.

Agreed #1 new graphics cards gf6600, ATI X700 or better certainly one with
at least 128m ram and DX9 support. #2 system ram you should have at
least the 512m ram you already added.

dawg

DEFINITELY put a better video card in there. It sounds like what you have is
onboard graphics that shares system ram. Slooooow. If you have an AGP slot
put a Geforce 6600GT in there.

You would be much better off spending the money on English lessons.
Merry Christmas.
