I found that if I disabled the remote registry service, I
could not (apparently) view or change a RAS server
properties, even when logged on to the local console. Any
idean why that should apparently be so?

Yep, that's the way it works. The RRAS console can be used to configure
any RRAS server in your network, so it uses remote procedure calls. There
isn't a separate set of code to configure a local RRAS - it uses the same
code. So it needs the remote registry service, even when RRAS and the MMC
are running on the same server.
