Functions not available in the Outlook ribbon?

When creating a new message in Outlook 2007, many ribbon functions (mostly
formatting) are simply not available, e.g. :
"Message" tab - all the Basic Text functions;
"Insert" tab - all the Tables, Illustrations, Links functions;
"Format Text" tab - most of the Font, Paragraph functions;
etc.
Can anyone help?
 
Formatting is not available when composing in Plain Text format or when your
cursor is not in the message body.
