Yes it includes FTP, but you need to publish via HTTP: if you use the
frontpage server extensions - many of frontpages features
use them (in fact most do). There are very few you can get away with using
without the FPSE.
The FTP option is available from File > Publish Site....
Just choose the "FTP" radio button and put in the ftp address to your site.
Otherwise use the http: method and put in the full url to your site
including the 'http://' and the 'www'.
