FTP/web page not available errors

I have constant problems getting "web page not available". Check your
settings, etc. A pop-up gives me the run diagnostic option for connectivity.
I run the diagnostic and pass on both HTTP tests but always fail on the FTP
test. Is this causing me to get countless errors telling me web page not
available or is it just the site. This happens mainly with Yahoo. Can
anyone give me guidance on this at all?

Control Panel->Internet Options->Advanced Tab
Try checking/unchecking the "Use Passive FTP" setting.
Then "Apply".

(Usually should be checked)

I tried that and it didn't make any difference. This only happens on Yahoo.
I've sent 2 responses to them with no answer yet. I'm using WildBlue
satellite for my internet connection.
