FTP site HELP!!!!

I am struggling to get working an FTP site on a Windows
2000 Pro box with a ADSL line with static IP from the ISP.

I have started the FTP service in Internet Information
Services, specified a home directory for the FTP site and
I cannot get into the site from a remote machine.

All I get through IE onthe remote machine is the torch
trying to open up the contents of the directory.

HELP!!!!!

Can you get into the ftp site by browsing to ftp://localhost/<whatever> from the
computer you're trying to set the ftp server up on?
