Does Windows XP come with a built in FTP server and if so
where is it?
 
IIS is a component that can be installed in Windows XP Professional only.

Open XP's "Help and Support" and type: IIS , and hit enter.
Click on "IIS Installation".

There is an FTP server as part of IIS on XP Pro. If you have home edition
you will need a 3rd party ftp server, plenty of which can be found on
download.com
These are some basic instructions to get a password protected ftp server
setup using IIS http://mvps.org/marksxp/ftp.htm

If you have XP Pro, you can install IIS which has ftp server as an option.
Xp Home - no.
