FTP: port 21 not responding

Hi people,
I'm trying to setup an FTP site. If i set it to use
port 21 it will not respond. Howerer if i set it to use
an other port (say 63001), then it works fine.

Any ideas?
 
your ISP is blocking port 21 (they dont want you running ftp servers on
their network)
