FTP Folder can not be accessed

I installed the FTP (IIS) component on two different XP
Pro machines exactly the same way. On the first one, I
went to access the FTP site and it worked perfectly...

I was able to sign in with a username/password and get to
the ftproot folder.

On the second pc, I did it exactly the same way and got
an error/time out stating that the FTP folder could not
be accessed and that I needed to make sure I had
permission to access that folder.... weird!

I then tried a third party FTP program (Serv-U) just to
see if that would work and got the same error...

Please help!
 
serv-u is a server program not a client!
you can't connect to a down load site with it.
try one of the client programs such as cute ftp or flash.

Had trouble logging into ftp's until I enabled Use Passive ftp in IE's
advanced options as I'm behind firewalls.
