FTP fails after SP2 install

I have installed SP2. I turned off the firewall. I added
an exception for ftp port 20. I can ftp onto a W2K
server, but I cannot on 2003 Server. The error message
that I get is: FTP Folder Error. An error occurred
opening that folder on the FTP Server. Make sure you have
permission to access that folder. Details: A connection
with the server could not be established.
Before I installed SP2, I could FTP without any problems.
I can use another PC that is running XP SP1 and it does
not have any problems using FTP. I can understand if I
still had the Firewall enabled, but, it is disabled. Can
somebody please tell me what else I can check to allow me
FTP to a 2003 server?

Perhaps the troubleshooting information in this article may help:

You may not be able to open a project when you try to connect to a remote Windows XP
Service Pack 2-based computer by using the AutoCAD FTP service

Here's how to correct the problem after opening Port 21 via the
SP2 firewall Exceptions tab:

1. Open Internet Explorer >Tools > Internet Options > Advanced tab

2. Uncheck the box: "Use passive FTP (for firewall & DSL modem capability)
