FTP Connection fails

Three computers are involved:
A. Win2003, where an FTP commercial server is installed
B. Win2000 server
C. XP pro

An FTP client is installed on both B and C.

The results:
- The connection C-A works as expected
- When we try to connect from B to A: According to the WinSock log the
server is setting up a listening socket for passive mode connections
correctly. However the client can't establish the connection. So it appears
that something is blocking access to those ports. What could that be?

What is between A and B? Hub? Switch? Router? Firewall?
Does either A or B have any firewall software running?

Problem Solved!

On Win2003 in IPSec console | IP Security Policies on local computer |
Packet Filter Properties | Block All was checked.

I unchecked it and... magic!
