Frozen Country Code for Fax

I just found that the country name of the Dialling Rule which I have set
under the Phone and Modem Option of the Control Panel of my Windows XP Pro
have been changed to "United States" and the relating text box has been
frozen.
How to I unfreeze this and change the country name back to my original.
Now I cannot fax out via my notebook as the numbers persisitently become a
US number.
Please help. Thanks
