frontpage TOOLS menu item missing

Anyone know how to get the TOOLS menu to reappear as a menu item???
 
Which tools menu? Do a View, Toolbars and select the one that is missing.
 
View Toolbars Customize
or download and run the FP Cleaner from http://www.95isalive.com/fixes/fpclean.htm
