No. FrontPage Express was only offered for a time as part of Windows 98. No
replacement or newer version has ever been released.

The UK government (www.QCA.org.uk) has just issued a whole scheme of work for schools to teach rudimentary HTML to 12/13 year olds. It is based entirely on FP Express. I have a copy at home from an old version of W98 belonging to a now defunct PC. It is running happily on XP.

What would be the technical /licensing issues relating to using FP express on our school network (currently 80% W98, but will be 100% XP from September)? The only facilities that we need to use are basic header, tables and style sheets.

Is there another HTML edit that can edit code that has the 'no cost' element that state education demands?
