frontpage 2003 opening links in new page

I want customers to open a new separate page when they click on my
hyperlinks, but when I set the target frame to new window and the target
setting to "_blank," a new window pops up, with the correct address, but the
page remains blank, and no amount of refreshing helps. If I copy and paste
the link it goes right to it, so its not a slow connection issue, the new
page just stays blank.
