FrontPage 2003: Error: File xxx.htm is checked out by

I get an error message that states a file is already checked out by a phantom
user. The user name is not stated. Also, the icon associated with that file
looks somewhat different from files that do not seem to have this problem.
Therefore I am unable to check in/publish this file.

With the web open in FrontPage click Tools > Site Settings and on the General tab Uncheck "Use
document check in and check out."
Click OK close the web, close and reopen FrontPage and the web.
