Gary,

If you are attempring to insert a Marquee and it is not
enabled, this is probably due to your Browser
Compatability settings in FP.

Marquees are only supported in IE.

Depending on the FP version you have check the following:
(Versions FP 00 /02)
Go to Tools> Page Options Compatibility
Change the Browsers to "Custom"

Version FP 03
Go to Tools> Browser Compatibility
Change the Browsers to "Custom"
