front page shuts down when trying to use a template in XP

In trying to use a web page template with FrontPage2002 with Windows XP,
Front Page shuts down with a severe error. What do I need to do to use the
web page templates?

The message says a severe error has been encountered and the system needs to
shutdown. In looking at the detail it says:
Error Signature
AppName: frontpg.exe AppVer: 10.0.2623.0 ModName: unknown
ModVer: 0.0.0.0 Offset: 452e6f72

And there is a list of dll's.

Is the template a FP provided template?

Have you tried the usual repairs in the sequence below:
1) In Windows Explorer Find and delete all FP Temp Files
Usually in C:\WINDOWS\Temp and %USERPROFILE%\Local Settings\Temp
- in FP 2003 you need to look in the super hidden folder
%USERPROFILE%\Local Settings\Temporary Internet Files\FrontPageTempDir
2) In Windows Explorer Find and delete all hidden *.web files
Usually in %USERPROFILE%\Application Data\Microsoft\Web Server Extensions\Cache
3) Run a Repair on IE
(see http://support.microsoft.com/default.aspx?scid=318378 )
4) Install all Service Packs for your OS, IE, MS Office and your Video card
(Windows Update and Office Update sites, plus your video card supplier site)
5) Open FP and Disable or Uninstall any FP Addins,
6) Open your FP Web/Site and run a Tools Recalculate Hyperlinks

I have taken steps 1,2,5. Step 3 will take more time to get done, so I left
that to last. Step 6 cannot be done because the web pages cannot be saved
after going through the wizard.

then it lists a bunch of DLL's in the detail.
I tried uninstalling and then re-installing the software, and still have the
same issue.
