Front Page "Publish Site" is greyed out, can't upload, why?

I am trying to publish with Front Page for the first time. I have my page
created but "PUBLISH SITE" is greyed out and it won't allow me to click on it
to publish. What am I doing wrong? Sometimes it is greyed out and other
times in the past few days it has not been, but I was not ready to publish
then. I am using Front Page 2003. Thanks.

You must first open the site in FP via File Menu | Open I Site, then you will have the option to
publish.

I am in FP and have the body of the page up in "Design" mode. The white tab
above the word "<body> <p>" says "FP-webpage.htm" which is my web page index
file name. When I go up to FILE to publish the page that I am viewing,
"Publish Site" is greyed out. I know that I must be missing something very
obvious here, but I can't figure out what it is. Thanks, LC

You have not opened a web / site, you only have a page open outside of web / site.

When you first start FP, you must use File Menu | Open Web / Site, then you create your pages, etc.

You can't work on individual pages at a time. FrontPage works with
collections of files, simply called webs. You need to create a web first,
add files to it, then you can use the publish feature. If you have already
create a web, you must open it in the method Thomas describes in order to
publish. If you haven't create a web, use the File | New and then choose
either One Page Web Site or Empty Web. This will create a new web that you
can load your files into and publish. Just remember, always open the web
first then publish.

Also, another issue with working on files individually instead of first
opening them through a web is FP will create a different kind of link to all
your images. For example, it will point to images by the full path on your
hard drive instead of simply listing their location relative to the file
(ie: listing out file:\\my documents\my page\images\someimage.jpg instead
of just ../images/someimage.jpg)
