front page for office xp 2002

I have tried several times to use the front page program
which was included in our disk. folders are empty . do i
need to download something before i can use this? trying
to build website for your business.

Unless you bought or installed FP from a CD you don't have it
- that folder is part of the OS and network places

Are you referring to this folder? C:\Program Files\microsoft
frontpage\version3.0\bin

That is not the FrontPage program - those folders come with the OS. You
need to purchase and install FrontPage as a standalone program.
