Front page and Publisher 2002

From a HUGE novice... when I create a website out of
Publisher 2002, are Frontpage elements automatically
involved, or is it a different program altogether that I
must download and manually incorporate into the site
design?

Publisher and FrontPage are two different programs. Unless you purchased
and installed FP, you don't have it.
 
Publisher is NOT recommended at all for building web pages. Do not use
anything you created in that program for a web site. Begin all over again in
FP.
