if all you want are some animated candles do a search for "animation
factory", they've got plenty of images. google search for animated gif
files or something similar. you'll probably find something suitable.
If nothing available suits you take a look at the gif animator from
www.ulead.com it's fairly easy to use.

I used a software product by ULead. You can download and use for 30-days
free.
The product I used is "Ulead Gif Animator 5"

To search for existing art, type
? animaged gif candle
into the IE address box, and then press Enter.

If you want to create your own candles, almost any picture
editor comes with a utility for creating animated GIF
files. For something more elaborate, consider Macromedia
Flash.

I love that program. I was able to make the golf ball thingy here:
http://nedp.net/newh with it and save it as a .swf. I've had no luck with
the flash program :-(
