From Frontpage navigation structure to Expression Web - Tools plea

We have huge websites developed over years with thousands of pages and
hundreds of menus.

We maintain the sites with the graphical navigation tool in FrontPage.
(By selecting "View-Navigation" in the FP main menu)

We can not find any similar graphical tool in Expression Web.

One thing is to convert the existing sites to the new site map
navigation structure.

But do we need to hire a rocket scientist to maintain the ten mile
long site map "text" files, or is it a graphical tool out there, which
we just not find?
