Friend has a Dell; can't change homepage

A friend has a new Dell desktop. He can't change his IE Home Page to
anything but Dell. Over the phone I've gone thru the usual
Tools-->Internet Options-->General-->Home Page-->Use Current-->Apply-->OK
with him (when he's at the page he wants to be his Home Page), and it
doesn't "take". I bought a Dell in January and had no trouble doing this.
Is there some trick he could use to enable this?

Various Registry Fixes. Look for UnlockHomePage.reg

If that allows him to change it, but it changes back, look for an entry in
MSCONFIG> Startup that could be unchecked.
