Fresh install of WinXP Pro and Dual boot

I currently am running dual boot of Win98 (C:) and WinXP Pro (D:) and am
installing a new hard drive and install a fresh copy of WinXP Pro on it
while preserving the Dual boot configuration to Win98 SE. Question I have
is what is the best way to accomplish this and preserve my current installs
of 98 (keep after done) and XP (delete after I have fresh install up and
running) and still keep the Win98 bootup option? Please give step by step
directions! My goal is to install fresh copy on E: get it up and running
then install all my programs (to much garbage in current one from 3 years of
installs and removals). Can I then edit the boot file to just use the E;
install then be able to format d: and have only Win98 se and WinXP pro
fresh? Do I make sense?? I do not use Win98 very often but when I had D:
drive crash I was able to use Win98 for web help and such until I got the
drive back up but want to replace it as it is on way out . My goal is to
have C: Win98 SE (FAT 32), D: saved files and documents (FAT 32), E: fresh
WinXP Pro (NTFS). I also was wondering if it is possible to put new drive
as C: drive and moving it to d, or e. can I put WIN XP Pro on that and
still have dual boot? Any constructive thoughts would be great!
