Freezing text on a page

How do I keep text from rolling onto the next page when a Word document is
opened in a different version of Word?
I have tried creating page breaks, putting extra lines above and below the
text on each page, etc. and the text still shifts to different pages when
opened in a newer or older version of Word.

You don't. This is how Word works. All of the things you are trying will
make the document much more difficult to edit (and still won't work). If you
want a fixed version of your document try printing it as a pdf file.
