If you use Fast User Switching then inactive Profiles and their data
are "Hibernated". This causes a loading effect on the PC. While FUS
is a convenience, it adversely affects the performance of the computer.
I would just disable it altogether - Control Panel (Classic View),
Users, Change the Way Users log on & Off and then uncheck "Use
Fast User Switching" -Reboot the PC, check TaskMgr - PF meter
and report back value (160-230) is a average value.
Taskmgr = Start, Run (Type) TaskMgr [Press Enter] when opened
maximize and click Performance (Tab).

Are you describing a Slow response - Screen refresh (Broken pieces of
existing Windows linger before the Focused app appears) ?
A couple of things to check, first your memory footprint (Taskmgr, PF
meter) and also which version of DirectX are you running ? Are you
using the latest Chipset/Video drivers on your install ? Is your
machine
using Fast User Switching ?, is so how many Users/Profiles are
"Sleeping".
Just a guess, but I would suspect a process or a lack of memory is at
the root of your problem.
whenever i have a few applications open(internet, limewire,
messenger)

flick between them the screen either freezes for a few seconds or

kinda builds up?
I have run norton, spybot, adaware, ms antispyware, winsockxpfix,
free
registry fixer and have run cleanmgr on C: and still the screen does
the
same?
