Freezes when installing windows xp

I formatted my new drive. Installed Win98 which installed
and operated fine. Then I put in my WinXP upgrade disk
and upgraded system. Everything went fine with no
problems until the very end when the installing WinXP
window sais 1 minute left and then shut down and
restarted to the thank you screen but right before on the
Windows XP logo screen it freezes and will not go any
further. I can go into safe mode. It shows the screen
names then but still will not start normally.

Don't install Win98 first - do a Clean install of Windows XP.

Essentially:

Installing a Windows XP Pro or Home Upgrade CD without a Previous OS
installed...
Begin the windows install as if it was the full version, during the install
you will be prompted for a previous operating system, at his point put your
old operating system CD in the drive and browse to the I386 folder (for
Windows NT or 2000), WIN9X folder (for Windows ME), or WIN98 folder (for
Windows 98). Click ok, the windows upgrade will confirm this is a full
version and continue with the upgrade (after you replace the upgrade CD
