Freeze up/ RUNDLL error

Greetings! Wondering if anyone can help me out. My Internet Explorer locks
up when going to some, but not all, websites. I submitted an error report &
the suggestion was to remove all cookies, temp internet and history files in
safe mode. When I tried to delete the temp internet files I got this error
message: An exception occurred while trying to run
"shell32.dll,Control_RunDLL "C:\WINDOWS\System32\inetcpl.cpl",Internet
Options".
I just don't know what to do to correct this.
Can anyone help me out?

Having the same problem. Was wondering if you were able to resolve this and
if you have any suggestions.
