Freeware file shredder?

OORAH!

I plan to give an old notebook to a friend's son. It was my
desktop replacement computer, and has a ton of company and
private data on it. I cannot simply format the hard drive
because there are many things on it that should stay. I can
delete all documents and non-app files, but need to destroy
everything in the Recycle Bin.

It's a P3, Windows XP Home.

Is there a tool that will do the job?
Freeware would be nice, but $ is okay if necessary.

Pretty Good Privacy (PGP) http://www.pgpi.com

Both of them capable to delete all files securely (cannot be recovered)
and also wipe free space.
