Framework 3.0 Installation Problem (99% CPU Utilization)

I am attempting to install the .NET Framework 3.0 and it is pegging the
CPU when trying to load the installation components. I ran the
installation without any problems on my desktop, but cannot get it to
run on my laptop. For the last 30 minutes the setup has been displaying
"Setup is loading installation components. This may take a minute or
two". When I check TaskMgr it shows Setup is taking 99% of the CPU. I'm
running XP Pro with all Microsoft updates. I already have the .NET
Framworks 1.1 (including the hotfix) and 2.0 installed, just like I did
on my desktop. Any suggestions on how to get the .Net Framework 3.0 to
complete the installation?

Thanks for the reply. Yes, I am running SBC Yahoo! Anti-Virus (from
Computer Associates). I was able to install the 3.0 framework on my
desktop without disabling the antivirus software. In addition to this
antivirus software, on my laptop I am running Sunbelt Kerio Firewall.
After killing the setup process, I restarted my laptop, stopped the
firewall and antivirus software then attempted the install again. It
hangs at the same place as before, with the progress bar about 4/5
complete. It never makes it to the actual Framework install as it can't
complete loading the installation components. Setup.exe is still
showing 98-99% CPU usage in task manager. The only other process
showing CPU usage is ipoint.exe with 1-2% CPU usage. All other
processes show no CPU usage.

Any other suggestions on completing the .Net Framework 3.0 installation
are appreciated.

Try to unload all run apps.
Look at Microsoft site for tool that remove all .NET betas from your machine

I appreciate the suggestions. I am not running any .NET betas on my
laptop and have tried running the Framework 3.0 install with the bare
minimum running. I even booted in Safe mode with network support and
tried the install. Every install attempt has the same result. It hangs
with the "Loading installation components" progress bar about 4/5
complete with Setup.exe using 98-99% of the CPU.

When attempting to shutdown after ending the Setup.exe process, I have
to end process on:
* Available Networks
* Extracting Files
before my laptop will shutdown.

I've deleted temp directories left from previous attempts, run a
chkdisk, reviewed Add/Remove programs for any "suspicious" entries,
removed "My Network Locations" nodes in Windows Explorer which pointed
to locations on client networks (to which I am not currently attached),
removed my wireless USB mouse, performed a shutdown, booted, and
disabled all running software I can (antivirus, firewall, etc). Again
the CPU usage is pegged at 99% for Setup.exe once the progress bar
reaches about 4/5 completion when loading the installation components.

Thanks again for your suggestions. At this point I've invested too much
time into this issue for one day. I'll resume trying to resolve this
issue tomorrow.

Hmmm, I think that the best case will be to download .net redistributive
again and try to install, if doesnt help then only windows reinstall is your
savior

Michael,

I forgot to mention in my earlier e-mail that I did re-download the
..net framework 3.0 redistributable before my last install attempt. At
this point I do have the 3.0 framework on my desktop, so I'll postpone
any drastic steps, such as rebuilding my laptop, until I absolutely
have to.

I appreciate your efforts to resolve this issue.

Michael D. Ober

MS recently released an "improved" download manager on a brand new,
formatted, build of XP Pro SP2. I have seen the same problems while
connected to Microsoft Update. When I uninstalled the "improved" download
manager the CPU issues went away.
