Frames won't open

When I create a page with frames, then save and close, the
next time I re open the file, the frames will not open.
There is just a generic error saying "could not open (name
and path of desired page)". I have remade this page 3
times trying to avoid this problem and I don't know how to
avoid it. Can anyone help please?

Make sure you have a web open when you create the page. In general, you need
to always have a web open when work with your web and it content.
