Frames per second?

Can I speed up a movie created with multiple jpegs. I
cannot seem to create a faster movie than .125 seconds per
frame. I wish to have it created at 15 frames per second
or approximately .067 seconds per frame. Is this possible?

I have the same need when sorting a set of pictures in reverse order and
then having to run the movie faster than the 8 fps.
