Frames in FP2003

I'm just a beginner with MS FrontPage, so excuse me for trivial question...
I just can't find how to CREATE NEW FRAME PAGE, after I set Initial... :( By
right-clicking on Frame region I got nothing userful except "Frame
Properties". So how can Iinsert new page in frame with initial page???
 
You don't.
Pages in Frames are individual pages that are "bound" together by the
frameset page.
The frameset page will specify the initial pages in the frameset, any
pages after the initial pages are loaded by links in the initial
pages, the links themselves specifying which frame the new page loads
in.
So, build your new page as an independent page, then link to it from
one of the pages already in the frameset, specifying in the hyperlink
dialogue which frame to display it in.

Frames are not the best, nor easiest, way to build a web site - why do
you need to use frames?
