frame anchors

I have certain text that is in a frame that I have anchored to a paragraph.
When I display the page in "normal" view the frame appears above the
paragraph which is confusing. When I display the page in "page layout" it
appears in the correct position which is below the paragraph. Is there
anyway to have the frame display in the correct position in both "normal" and
"page layout" screen views?

No, unlike Print Layout view, Normal view does not show the document the way
it will be printed.
