FP2003 wants to install everytime I open IE6 (after restart)

Ever since I installed FP2003 when I reboot my computer (XP Home) and open Explorer FP tries to reinstall. First I get "windows installer preparing to install" I click cancel, wait a minute, then "Microsoft Frontpage 2003 Please wait while windows configures" I click cancel, wait and then it repeats the cycle again
Eventually Explorer opens but this is really annoying. Afew times I have actually let it go without hitting cancel and it eventually says something like "cannot find whatever .whatever file"
FP works fine, anyone know how to make it stop doing this?

Try a reinstall of FrontPage 2003, do a custom reinstall, and set everything
to "Run from my Computer".
